Charges recoverable from the tenant: the complete list

In an empty or furnished dwelling rental, all the charges relating to a dwelling are not recoverable from the tenant. Our activity as property administrator allows us to give you a clear answer.

Indeed, the regulations fix the list of rental charges, whether it is an empty or a furnished rental.

Thus, only the charges listed below can be claimed from the tenant:

I. - Recoverable loads - Elevators and lifts.

1. Electricity expenses.

2. Operating expenses, routine maintenance, minor repairs :

(a) Operation :

- periodic inspection, cleaning and lubrication of mechanical parts ;

- biannual examination of cables and annual verification of parachutes ;

- annual cleaning of the toilet bowl, cabin top and machinery ;

- troubleshooting that does not require repairs or parts supply ;

- maintenance company record keeping of technical visits, incidents and significant events affecting the aircraft.

(b) Supplies of cleaning products or small maintenance equipment (rags, necessary grease and oil) and cabin lighting lamps.

(c) Minor repairs :

- of the cabin (send buttons, door hinges, door contacts, automatic door closers, cabin slides, threshold safety device and photocell) ;

- bearings (mechanical, electrical or pneumatic door closers, electromechanical locks, door contacts and call buttons) ;

- motor brushes and fuses.

II. – Recoverable expenses - Cold water, hot water and collective heating of the private premises and common areas.

1. Relative expenditure :

Cold and hot water for the tenants or occupants of the building or all the residential buildings concerned;

To the water necessary for the routine maintenance of the common parts of the said building or buildings, including the sewage treatment plant ;

Water necessary for the routine maintenance of outdoor spaces ;

Expenditure relating to water consumption includes all taxes and fees as well as the sums due in respect of sanitation charges, excluding those to which the owner is subject pursuant to article L. 35-5 of the Public Health Code;

Products required for the operation, maintenance and treatment of water;

To electricity;

Fuel or energy supply, whatever its nature.

2. Operating, routine maintenance and minor repairs :

(a) Operation and Routine Maintenance :

- cleaning of nozzles, electrodes, filters and burner valves ;

- Routine maintenance and lubrication of relay pumps, gauges, level controllers, motor pump sets and sump pumps;

- lubrication of valves and taps and repair of cable glands ;

- replacement of indicator light bulbs and boiler room bulbs ;

- maintenance and adjustment of automatic control devices and their annexes ;

- checking and maintenance of draft regulators ;

- adjustment of valves, taps and tees not including balancing ;

- purging the heating points ;

- combustion control costs ;

- maintenance of smoke scrubbers ;

- resting operations at the end of the heating season, flushing of heating bodies and pipes, cleaning of boiler rooms, including their sumps and siphons, chimneys and chimneys;

- heating pipe ;

- rental, maintenance and reading of general and individual meters ;

- maintenance of the water softener, water descaler, booster and pressure reducer ;

- Periodic inspections to prevent refrigerant leaks from heat pumps ;

- checking, cleaning and greasing of heat pump components ;

- periodic cleaning of the outside of the solar collectors ;

- checking, cleaning and greasing of the solar collector components.

(b) Repair work in common areas or on items in common use:

- repair of leaks on fittings and joints ;

- replacement of seals, valves and glands ;

- lapping of valve seats ;

- minor repairs to remedy refrigerant leaks from heat pumps ;

- Refrigerant recharging of heat pumps.

III. – Recoverable expenses - Individual facilities.

Heating and hot water production, water distribution in private areas:

1. Expenditure on common fuel feed ;

2. Routine operation and maintenance, minor repairs :

(a) Operation and Routine Maintenance :

- flow rate and temperature control of domestic hot water ;

- Checking and adjusting the control, servo, aquastat and pump safety devices;

- troubleshooting ;

- control of the connections and power supply of electric water heaters, control of the current consumption ;

- checking the state of the resistors, thermostats, cleaning ;

- setting of the thermostats and control of the water temperature ;

- Checking and repairing the tightness of the cold and hot water connections;

- control of safety groups ;

- running-in of valve seats ;

- adjustment of the flushing mechanisms.

(b) Minor repairs :

- replacement of bimetals, pistons, diaphragms, water boxes, piezoelectric ignition, valves and gaskets of gas appliances;

- rinsing and cleaning of heating elements and pipes ;

- replacement of valve seals, flaps and glands ;

- replacement of flushing seals, floats and bell seals.

IV. – Recoverable expenses - Common parts inside the building or the whole of the residential buildings.

1. Relative expenditure :

To electricity;

Consumable supplies such as cleaning products, brooms and small equipment necessary for cleaning, salt.

2. Routine operation and maintenance, minor repairs :

a) Timer maintenance, installation, removal and maintenance of carpets ;

b) Maintenance repairs to cleanliness maintenance devices such as vacuum cleaners.

3. Maintenance of cleanliness (staff costs).

V. – Recoverable expenses - Spaces outside the building or group of residential buildings (traffic lanes, parking areas, surroundings and green spaces, playgrounds and playground equipment).

1. Relative expenditure :

To electricity;

Gasoline and oil ;

To consumable supplies used in routine maintenance :

light bulbs or tubes, fertilizers, bactericides and insecticides, products such as seeds, flowers, plants, replacement plants, excluding those used for the repair of flower beds, flowerbeds or hedges.

2. a) Operation and Routine Maintenance :

Cutting, weeding, weeding, raking, cleaning and watering operations concerning :

- aisles, parking areas and surroundings ;

- green spaces (lawns, flower beds, shrubs, hedges, flowerbeds) ;

- playgrounds ;

- ponds, fountains, gutters, storm drains ;

- maintenance of horticultural equipment ;

- replacement of sand in the boxes and small playground equipment.

b) Painting and minor repairs to garden benches and playground equipment and fences.

VI. Recoverable expenses - - Hygiene.

1. Expenditure on consumable supplies :

Plastic and paper bags needed for disposal ;

Products related to disinsectisation and disinfection, including dry garbage disposal columns.

2. Routine Operation and Maintenance :

Maintenance and emptying of cesspools ;

Maintenance of garbage conditioning equipment.

3. Elimination of discharges (personnel costs).

VII. - Recoverable expenses - Miscellaneous equipment of the building or group of residential buildings.

1. The supply of energy required for mechanical ventilation.

2. Routine Operation and Maintenance :

Chimney sweeping of ventilation ducts ;

Mechanical ventilation maintenance ;

Maintenance of automatic or coded opening devices and intercoms ;

Periodic visits, except for the statutory safety inspections, cleaning and lubrication of the fixed equipment for handling the glass facade cleaning gondolas.

3. Miscellaneous :

Subscription of telephone sets available to tenants.

VIII. -Recoverable charges - Taxes and royalties.

Tenancy law.

Garbage collection tax or fee.

Scanning fee.
